[developer] Is zvol added as swap device ever dynamically resized?

Hi,

One of the cases in zfs-tests suite (namely
http://src.illumos.org/source/xref/illumos-gate/usr/src/test/zfs-tests/tests/functional/zvol/zvol_swap/zvol_swap_004_pos.ksh)
has pretty strange expectation that zvol added as swap device has its
volsize changed according to the following comment:

# When a swap zvol is added it is resized to be equal to 1/4 c_max,
# capped between 2G and 16G.
#
# STRATEGY:
# 1. Determine what 1/4 arc_c_max is.
# 2. Create a zvols in a variety of sizes.
# 3. Add them as swap, and verify the volsize is resized correctly.
#

I couldn't find anything related in swap(1M) or swapctl() code. Is it,
or ever was, true (or am I reading it incorrectly)?
